It is a bear market when the arrow points down and prices are expected to fall. The rule of thumb is that a bear swipes DOWNWARDS. If an investor says they are bearish on a share, they think it will fall — so they will probably sell it, short it, or wait until it has dropped far enough to buy in cheaply.
